As the reliability of Windows-based systems continues to improve, a technical staff is not required to “baby-sit” existing systems.

As the aptitude of ordinary users has increased, users are performing more of the trouble-shooting and problem-solving without necessarily consulting support personnel.

While the desktop environment requires less resources, advanced technical skills are intermittently needed to support the servers, routers, firewall, and other complex facets of a distributed operation. Compensating and retaining technical staff with these advanced skills that are only occasionally needed is not cost-effective.
